Precautions for the Use and Management of Taichung City New Immigrant Arts Center Venue

1. Civil Affairs Bureau, Taichung City Government (hereinafter referred to as “the Bureau”) has formulated these Precautions in order to regulate the use of Taichung City New Immigrant Arts Center venue (hereinafter referred to as “the Arts Center”).

2. The Bureau is the administration authority of these Precautions, and Household Registration Section of the Bureau is the management unit.

3. The use of the venue of this Arts Center:

(1) Exhibition area

a. The open space exhibition area is free for the public to visit and use.

b. The exhibition area provides institutions, groups, and individual new immigrants for non-profit use related to new immigrants' art and culture themes or exhibitions of works of a public welfare nature.

(2) Study classroom (able to accommodate 26 people)

The study classroom is used for official business such as meetings, seminars, lectures, and public welfare activities held by this Bureau, various agencies affiliated to the city government, and those entrusted by the above agencies to handle business.

4. An application for use of the Arts Center involving any of the following circumstances will be rejected:

(1) The application does not conform to the regulations for the purpose as mentioned above.

(2) Activities with profit-making acts.

(3) Potential risk of endangering public safety or harming the rights of others.

(4) Acts that violate laws or public order and good morals.

(5) The use that damage the building or equipment of the venue.

(6) Others deemed unsuitable for use by the Bureau.

5. The Arts Center is open from Tuesday to Sunday in the morning, afternoon and all day. On Mondays, national holidays and the day the government announces the suspension of work due to natural disasters, incidents or emergencies or other force majeure, etc., the Arts Center will not be open to the public.

6. Applicant for use is required to file the application to the administration authority within 1 month to 10 days before the scheduled date of use (the format is as shown in Appendix 1).

7. After the application is granted, the applicant shall not transfer or exchange the venue for use by any other unit. If the venue cannot be used as scheduled, the applicant shall have to notify the management unit of cancellation or extension 3 days before the scheduled date of use.

8. The user shall not move or post posters on any facility unless prior consent is given by the management unit.

9. Upon the end of the authorized use, the venue should be restored to its original state and cleaned (including garbage cleanup) immediately. An inspection of the venue facilities and related equipment shall be carried out by the staff member of the Bureau and the applicant jointly before the applicant leave. In case of any damage to the venue or any facility, the restoration work shall be performed at the expense of the applicant.

10. Use of the public spaces (such as parking lots, elevators, toilets, etc.) in this Arts Center during the applicant’s use hours of the venue shall fully comply with the relevant regulations of the Construction Bureau, Taichung governing the use. If any dirty, damaged or malfunctioning event is reported, treatment shall be subject to the preceding paragraphs 8 and 9, and the applications which may be filed by such an applicant in the future shall not be approved since then.

11. These Precautions come into effect upon ratification and the same shall apply to any amendments thereto.
