
In recent years, Taichung City has continued to advance in the field of smart environmental governance. Through the deployment of an air quality sensor Internet of Things (IoT) system throughout the city, and the introduction of AI and big data analysis and learning technologies, it can immediately sense air quality change trends and construct a comprehensive AIoT smart air quality governance network. Its effectiveness has also been widely recognized in the international smart city and technology application fields. Not only has it successively won international awards such as the "2022 Smart 50 Awards", the gold award of the "2022 Asia Pacific and Taiwan Sustainable Action Award", the "2022 Cloud IoT Innovation Award" and the "2023 GO Smart Award" since 2021, but it has also won the "2024 Government Design Awards (GOV Design Awards 2024)" this year, letting the world see the innovation and application of Taichung City's smart environmental governance technology.
Environmental Protection Bureau of Taichung City Government stated that air quality sensors are distributed in every corner of each administrative district of Taichung City, like the nose of Taichung City, monitoring pollutants such as PM2.5 in the air at all times, and then transmitting the data in real-time to the "Air Quality Data Center" built by Environmental Protection Bureau through the 4G wireless network, like the "nervous system" of Taichung City transmitting messages to the "brain", integrating and processing the data transmitted from each sensor.
Environmental Protection Bureau pointed out that in the process of building the "Air Quality Data Center" system, experts and scholars in the fields of environmental governance, data analysis, and artificial intelligence were specially invited to provide technical solutions and professional opinions, formulating pollution source restriction models and air pollution high-value alarm mechanisms for large industrial areas combined with AI technology. When the air pollutant data shows abnormally high values, the system can immediately restrict the pollution hotspots and high-occurrence time periods and other pollution source characteristics, notify the inspection units to take action quickly, combat air pollution crimes and thus prevent potential pollution incidents from expanding, like the city's "immune system", which can quickly discover and remove "pollution pathogens" and maintain the health of the city. From 2021 to 2023, the smart law enforcement penalties amounted to 100 cases, with a cumulative penalty amount of more than 25 million dollars(NTD), realizing efficient and precise environmental law enforcement while greatly reducing labor costs.
Environmental Protection Bureau also said that the air quality sensors collect real-time air quality information in Taichung City, and disclose air quality data on the Environmental Protection Administration's air website (https://wot.moenv.gov.tw/), allowing citizens to check online at any time, grasp the air conditions around them, and enhance citizens' environmental awareness and participation in air quality monitoring. When major air pollution incidents occur in Taichung City, the "Air Quality Data Center" will immediately analyze the data from air quality sensors around the pollution incident point, combine nearby weather station data to analyze pollution impact and diffusion paths, intelligently generate event analysis cards, and send warnings to citizens through channels such as Environmental Protection Bureau's official Facebook fan page - "Taichung Good Environment" (https://www.facebook.com/recycle.tcepb/?locale=zh_TW). At the same time, the environmental governance department will immediately formulate air quality response measures, such as activating pollution source control, issuing citizen protection recommendations, strengthening regional monitoring, etc., to minimize the harm caused by air pollution and put the health of citizens first.
Environmental Protection Bureau mentioned that from 2020 to 2023, the number of air pollution complaint cases in Taichung City decreased by 2,482, and the complaint rate dropped by 2.74%. The city government promises that in the future, it will continue to increase investment in smart governance measures and technological innovation applications to improve air quality, create a healthier and more livable city, implement the concept of a smart city, and lay a solid foundation for the sustainable development of Taichung City.
