
Taichung Mayor Shiu-Yen Lu is transforming the city into a friendly, livable, and intelligent urban environment. Her governance has received widespread recognition, with citizen trust and happiness ratings ranking first among the six major municipalities. Significant construction projects are actively advancing, with road traffic infrastructure particularly crucial. The city's Construction Bureau is promoting road-smoothing project and road excavation management mechanisms and has introduced an “Intelligent Management System for Road Excavation and Smoothing Project.” In 2023, the city participated in the first “Spatial Information Sustainable Application Award” hosted by The Chinese GeoInformatics Society. It was honored with the “Excellence Award” in the Digital Governance category, demonstrating Taichung's commitment to enhancing municipal management performance.
Director Da-Tian Chen of the Construction Bureau noted that the bureau actively promotes innovative spatial information applications that align with national sustainable and digital development goals. The city aligns with global sustainable development trends by utilizing spatial information to achieve sustainability indicators. Regarding road-smoothing project, road selection criteria extend beyond citizen feedback, inspections, and on-site surveys. The bureau can prioritize road maintenance implementation by integrating system data such as excavation frequency and AARI testing metrics more precisely.
In addition, in road excavation management, the system controls the entire lifecycle of excavation operations. While ensuring construction and road restoration quality, the city updates public utility mapping, ensuring data accuracy and enhancing the completeness of urban utility infrastructure. Pioneering a nationwide unified pipeline excavation and restoration project approach, the bureau employs a joint excavation coordination mechanism that integrates road excavation, effectively reducing excavation instances by approximately 30%. Additionally, the Construction Bureau has launched a public road excavation information website that discloses construction details, enabling citizens to track road work status in real time and plan their travel routes in advance.
Director Da-Tian Chen noted that the Construction Bureau's responsibilities encompass many areas, including architectural engineering, civil engineering, road and bridge infrastructure, park landscaping, and critical public facilities such as street lighting. Among these, maintaining excellent road quality has been crucial to the city government's mission to create a livable urban environment. To implement Mayor Shiu-Yen Lu's vision of intelligent governance and smart city development, the Construction Bureau will continue introducing systematic management and scientific data analysis, enhancing intelligent road management approaches. This approach aims to improve administrative efficiency and decision-making precision, provide citizens with a better road use experience, and progressively realize spatial information sustainability goals for road excavation, ultimately transforming Taichung into a smart city.
