
Taichung Mayor Shiu-Yen Lu is committed to transforming Taichung into a friendly, livable, smart city through significant construction projects. Intelligent management of road-smoothing projects and excavation work is critical. The city's Construction Bureau promoted an intelligent management system for road excavation and public pipeline database establishment, winning the national “Excellence Award” in the “Public Facility Pipeline Database Management Application System Evaluation” held by the National Land Management Agency in 2023. Construction Bureau Director Da-Tian Chen presented the award at the municipal meeting on the 24th to share this honor with the mayor and all citizens.
Director Chen noted that by establishing a public facility pipeline database and information platform (GIS), the city government effectively manages roads and aids decision-making. Besides improving road excavation management efficiency, it helps with pipeline management and maintaining road service quality. The frequency of repeated road excavation has been reduced through intelligent management of road excavation cases, active supervision of construction notifications, and enhanced quality control of pipeline data updates, complemented by the nation's first unified pipeline excavation and repair project. This has decreased repeated road excavation cases by approximately 30% annually. This recognition from the central government's evaluation demonstrates the city government's successful efforts in enhancing Taichung as a friendly and livable city.
Director Chen explained that the city government is committed to improving road smoothness and excavation management capabilities. Besides utilizing various intelligent systems for management assistance, they coordinate with pipeline utilities, including Taiwan Power Company, ChungHwa Telecom, Taiwan Water Corporation, gas companies, and Taichung road authority management units. This coordination and cooperation ensures joint efforts to maintain the city's appearance, cleanliness, and traffic flow. Through horizontal integration of pipeline data, they provide value-added applications for fire protection, transportation, and water conservation, enabling broader use of relevant information.
The Construction Bureau added that they will align with central government policies and coordinate with various parties to apply pipeline data in smart city governance. Through rolling reviews and continuous improvements, they aim to enhance road excavation repair quality and data accuracy, hoping to continue achieving excellent results and creating an even better livable city.
