
Taichung Mayor Shiu-Yen Lu prioritizes road-smoothing and excavation management, creating a friendly and livable city through various construction projects. The city's Construction Bureau has promoted the establishment of a road public pipeline database and smart management of road excavation. In the “Public Facility Pipeline Database Management Application System Evaluation” conducted by the National Land Agency of the Ministry of the Interior in 2023, they won the national “Excellence Award.” Today (18th), Construction Bureau Director Chen Da-tian accepted the award on behalf of Mayor Lu. Director Chen stated that public pipelines are crucial infrastructure for the city, and the city government will maintain its commitment to continuously optimize underground pipelines to provide citizens with a high-quality living environment.
Director Chen explained that the city government has been dedicated to improving road smoothness and excavation management capabilities. Through coordination and cooperation with Taiwan Power Company, Chunghwa Telecom, Taiwan Water Corporation, various pipeline utilities, and road authority units, they ensure the cleanliness of Taichung's roads, cityscape, and traffic flow. This award recognizes Taichung's road management and construction achievements and motivates the city government's continued efforts.
Director Chen further explained that the National Land Agency conducts annual “Public Facility Pipeline Database Management Application System” evaluations across counties and cities, focusing on road excavation management, public facility pipeline database, map data updates, and quality. Taichung City has cooperated with the agency's “Public Facility Pipeline Database Establishment Project” over the years and established an integrated underground public pipeline database, creating a comprehensive information platform (GIS). This serves as a practical road management and decision-support tool, improving road excavation management efficiency and helping with pipeline management and maintenance of road service quality.
Director Chen pointed out that they implement smart management and actively enforce construction notification mechanisms regarding road excavation management. They simultaneously strengthen the quality control of public pipeline map data updates through a self-inspection checklist system, ensuring map accuracy and improving the completeness of urban lifeline pipeline data. Additionally, through the nation's first unified pipeline excavation and repair project and joint excavation coordination mechanism, they have reduced road re-excavation frequency by approximately 30% annually. The road excavation public information network discloses construction information in real time, allowing citizens to track road construction status and plan their routes accordingly. The pipeline map data is also horizontally integrated to provide value-added applications for fire, transportation, and water conservation services.
The Construction Bureau explained that they will continue to align with central government policies on public pipeline database management and implement concrete improvements based on evaluation suggestions. This includes reviewing and revising Taichung City's road excavation autonomous regulations, improving map data update quality and road excavation case-related indicators, conducting pipeline map data quality courses, and strengthening communication and coordination with pipeline and road authority units. They will also apply pipeline map data to smart city governance, conducting rolling reviews and continuous corrections to improve road excavation repair quality and map data accuracy, hoping to maintain excellent performance in the future.
