
Taichung City Government's Bureau of Digital Development has actively created the digital citizen platform "Taichung Pass" APP to make citizens' lives more convenient and enriched, covering daily needs including food, clothing, housing, transportation, education, and entertainment, providing citizens with convenient life experiences. Mayor Shiu-Yen Lu presided over today's (18th) municipal meeting. She stated that the "Taichung Pass" APP is a highly successful digital platform for special offers and government services, integrating multiple digital convenience services, including online applications, payment services, special offers, vaccine appointments, and event information. Currently, "Taichung Pass" APP downloads have exceeded 2.8 million. She hopes that it will integrate online services from various city government departments in the future, demonstrating multifaceted, concurrent functionality, making "Taichung Pass" "better looking, more user-friendly, and offering better deals."
At today's municipal meeting, Bureau of Digital Development Director Gu-Long Lin presented a special report titled "Taichung Pass APP - Function Optimization Promotes Taichung Brand." Mayor Lu stated that "Taichung Pass" has two nicknames; one is "user-friendly," and the other is "great deals." To date, "Taichung Pass" downloads have exceeded 2.8 million, with its usefulness driving word-of-mouth recommendations. Through Taichung Pass, citizens can access library borrowing, vaccine appointments, payment services, and more, while the app also connects with contracted stores in the region offering special deals.
Mayor Lu mentioned her hope that the Bureau of Digital Development will connect convenience services from various city government departments, such as the Transportation Bureau's bus inquiries and the Environmental Protection Bureau's specialized services, demonstrating multifaceted functionality. Beyond cross-departmental service integration, it can connect with district offices, making "Taichung Pass" increasingly powerful. Additionally, points can be awarded to participating citizens to encourage net-zero concepts, truly making "Taichung Pass" "better looking, more user-friendly, and offering better deals."
Director Lin stated that "Taichung Pass" currently features eight main functions: major events, message subscriptions, library collections, special offers, online applications, payment services, citizen petitions, and vaccine appointments. Citizen clicks have exceeded 260 million, with downloads surpassing 2.8 million. Mayor Lu values and cultivates digital transformation, continuously pursuing the dual transformation of smart governance and net-zero emissions, striving to make Taichung a city leading in digital power.
Director Lin pointed out that "Taichung Pass" offers comprehensive payment services, including 16 payment items divided into nine city government payment categories and seven living expense categories. These include tuition fees for Taichung's 128 high schools and below, daily utilities like water, electricity, and gas, roadside and parking lot fees, local taxes, and various administrative fines, all payable through "Taichung Pass." Last year, citizens completed payments totaling NT$480 million through the platform. Additionally, citizens using "Taichung Pass" to participate in Taichung's major events enjoy paperless processes, save time when claiming prizes, and have many items available for online application, indeed implementing the net-zero carbon reduction digital transformation goal.
"Taichung is our home, and citizens are our family!" Director Lin explained that the Bureau of Digital Development serves family members without distance. In the future, "Taichung Pass" will continue to assist various agencies in developing online application items, improving citizens' quality of life and experience with municipal services, and continuously advancing Taichung toward becoming a sustainable, happy, and livable city.
