To strengthen construction site safety management, the Labor Affairs Bureau of Taichung City Government and the Central Urban Infrastructure Engineering Division of the National Land Management Agency jointly held the "2025 Construction Operation Hazard Prevention Workplace Safety and Health Exchange Experience Observation Meeting" yesterday (24th) at the Taiwan Water Corporation Office Park Construction Project. The Labor Bureau stated that this activity enhances industry awareness of high-risk operations through on-site observation and expert explanations, while promoting technological disaster reduction strategies to ensure worker safety and prevent unfortunate incidents.

Labor Bureau Director Shu-Yuan Lin stated that this observation meeting introduced smart safety management measures implemented at construction sites, strengthening real-time monitoring and hazard prevention mechanisms through facial recognition systems, CCTV full-area monitoring, and heat hazard warning devices. The observation meeting featured four key themes: elevator shaft safety control, using AI intelligent technology to ensure that operating personnel must wear safety helmets and safety belts before the elevator shaft entrance can be opened, reducing fall risks; cantilever scaffold safety enhancement, using optimized triangular support installations to maintain a vertical relationship with the upper scaffold columns, enhancing overall structural stability, and strengthening diagonal bracing configurations for low-level scaffolds to improve lateral force resistance; electrical testing equipment demonstration, explaining correct equipment usage and demonstrating testing under non-grounding conditions to verify equipment operation compliance with electrical safety; and hot work safety management explanation and demonstration of standard operating procedures, including pre-operation site inspection, during-operation monitoring, and post-operation supervision mechanisms to ensure hot work safety and reduce fire and explosion risks.

The Labor Bureau again urged that construction is a high-risk industry, operators should actively implement risk identification, management improvement, and technological disaster reduction auxiliary tools to ensure site safety. Construction site self-management should operate as a comprehensive system to avoid errors in individual links. Business entities should operate systematically, actively strengthen occupational safety and health self-management capabilities, assess operational hazard risks promptly, increase construction environment safety protection measures, and provide workers with adequate safety and health education and training to reduce occupational accidents.

Additionally, on-site engineering personnel should be sensitive to identifying and stopping dangerous situations or actions, which is also a responsibility of on-site supervisors. Finally, the bureau encouraged the joint efforts of attending guests and construction industry partners to enhance construction workplace safety in Taichung City further.

The Labor Inspection Office stated that through this observation meeting, they hope to help the industry gain a deeper understanding of the importance of technological disaster reduction and hot work management, jointly creating a safer construction environment. They hope employers and workers will jointly bear workplace safety responsibilities, implement relevant preventive measures, ensure every worker can "enter safely and return home safely," and make sustainable occupational safety cycles part of daily life.
