The Rotary International, the Junior Chamber International, the Lions Clubs International, and the Kiwanis International are the four international associations that echoed Mayor Lu Shiow-Yen's "I'm here to Support Taichung". During the COVID-19 outbreak, these associations donated supplies to the pandemic prevention workers and cared for the disadvantaged without interruption.

With the vision of volunteer service "HOPE125" as the tenet, we actively promote volunteer services and assist various administrative agencies and volunteer teams to recruit, empower and select volunteers to implement the city's volunteer service vision with happiness, opportunity, participation, and enthusiasm, expecting every citizen to be a volunteer, provide 2 hours of service per month and create 5 times the social output.
Taichung City organized the Taiwan Lantern Festival in 2020, and the Social Affairs Bureau coordinated the volunteer services and partnered with various departments to recruit, train, maintain and utilize volunteers. The customer service team, tour guide team, exhibition team, environmental protection team, hygiene team, general affairs team, and safety team mobilized volunteers from different bureaus and departments to complete this large-scale exhibition event.
