Social Assistance Division

The Social Affairs Bureau of Taichung City Government has invested considerable efforts and resources in social assistance.
Besides, we are proactively trying to adopt different strategies to help poor families get out of poverty.
As of the end of June this year, Taichung City had more than 19,700 low-income households with more than 43,000 people. The number of low-and-middle-income households is 12,000 households with about 34,000 people.
Taichung City provides social assistance, such as maternity allowance, childcare allowance, emergency assistance, and emergency relief.
Moreover, it offers emergency living support for families in hardship, living allowance for children of families suffering hardship, living allowance for people with physical and mental disabilities, living allowance for low- and middle-income elderly, and employment services.

To address the needs of disadvantaged families, we provide multi-service solutions to alleviate poverty through a service triage mechanism.

1. Asset accumulation: Through the cooperation of parents and children, asset accumulation helps them get out of poverty. Child Development Fund provides children with the opportunity to get out of poverty through long-term asset accumulation.
2. Education investment: It involves various empowerment programs. Through financial management, employment, psychological, and other diversified education programs, we enhance the motivation and abilities of the poor to get out of poverty.
3. Employment promotion: Stabilize employment and increase income; provide employment promotion programs for low- and middle-income households.
4. Social participation: The motivation and concept of poverty alleviation of vulnerable households are promoted through activity designs. Family dreams are realized through the activity design and efforts of disadvantaged households.
5. Community-based industry: Plan job market visits to provide disadvantaged families with workplace experience and enhance participants' understanding of their characteristics and employment trends in the job market. Develop community-based industries to increase employment opportunities and income.

Unlike traditional cash payments, Taichung City places great emphasis on food banks in its social assistance services.
Foodbank services include:

1. Food services: Advocate for environmental protection and food waste issues, and translate them into relevant service strategies.
2. Poverty relief: Meet the basic needs of economically disadvantaged families and serve as a backup in times of disaster.
3. Emergency prevention: Provide immediate assistance to those in emergencies to help them out and prevent them from falling below the poverty line.
4. Cross-domain collaboration: Conduct cross-departmental and public-private collaboration to expand service channels and resources.
5. Social responsibility: Encourage the public and enterprises to join the food banks and donate materials to show corporate social responsibility.

In order to serve the vast population of Taichung City, we have set up some food bank alliance stores, food exchange platforms, distribution stations, and physical food bank stores throughout the city to make it easy for people to pick up their food at their fingertips.
