An accessible hardware and software environment is a very important welfare policy for the physically and mentally challenged with mobility impairments.
In addition to promoting an accessible environment through various agencies, the Social Affairs Bureau provides two core rights protection, social participation services, including Rehabuses transportation; and assistive device services for people with physical and mental disabilities.
Taichung City currently has 275 Rehabuses, which are distributed in five administrative areas and operated by private entities.
Rehabuses provide important transportation services such as medical treatment, rehabilitation, schooling, and social participation for the physically and mentally handicapped.
Rehabuses are used to address the difficulties in movement and transportation.

In 2020, more than 782,000 trips were provided for people with physical and mental disabilities.
In order to make appointments more convenient for people with physical and mental disabilities, apart from the traditional methods of telephone and fax, the Social Affairs Bureau of Taichung City Government has set up an online booking system for the Rehabuses. Through the online booking system and the friendly interface, it is convenient for people with physical and mental disabilities to make an appointment.
People with physical and mental disabilities can know the location of the Rehabus through the mobile APP.
Assistive devices are important for the life reconstruction of the physically and mentally challenged.
Taichung City has set up three assessment centers to provide the physical and mental handicapped with appropriate and suitable assistive devices through consultation, assessment, verification, tracking, repair, rental, and display services.
